It is possible to locate it when you are exploring the Vanir Shrine, which is a location that you will go to after finishing the side quest for Freya that is called “Missing Peace.”

You will first need to find a way around the stone wall that is preventing you from continuing further in this location, and then you will have to climb to the very peak of the Vanir Shrine. After entering the building, turn to the right and then immediately turn again to enter the corner. On the ground will be found to be the treasure map.
